Shutter speed is not how many pictures you can take in a determined time; it is the speed of the shutter when taking one picture. Most cameras will vary from 1/1000 of a second to usually about to 16 seconds. The faster the shutter, the more "frozen" the picture, but the faster the shutter, the less light gets in, so its always a little game. I'd really recommend by old camera, the kodak z612 or kodak z712. It is sturdy, has an lcd, has the ability to go manual of you need it, and is compact. You are not asking for alot, but you did get confused about one thing thought.
